What is Armor?

Armor reduces damage until it breaks. Players call it really useful and put it on the shop list. Level 2 armor was the only item on one giant-Shiba corpse. A deep-run checklist said level 3 armor and plenty of ammo. That is a player's wording, not a published tier table. With broken armor, two rooftop-dog shots cost about 40% health.

Why do dogs keep winning the chase?

The experience page says you can run and they run faster. Leave through an exit, an elevator, or the rooftop teleport. A shield carrier was the exception in one run because the large shield slowed it.
